What $10.10 would mean for you

President Obama is calling on Congress to raise the federal minimum wage from $7.25 to $10.10. And the President has taken the first step by signing an Executive Order raising the minimum wage for federal contractors.

Raising the federal minimum wage will give millions of Americans a raise, and it's long overdue -- because no one who works full-time should have to live in poverty.

Last week, we asked what raising the minimum wage meant to you.

The stories you shared are a strong argument for exactly how important it is that we get this done. Raising the minimum wage helps Americans young and old. It helps provide relief for those who are just scraping by, and it helps those saving for a rainy day. It's the right thing to do, but don't take our word for it.

España se abre a 'sus' judíos...

El Edicto de Expulsión, conocido como Edicto de Granada, promulgado el 31 de marzo de 1492 por los Reyes Católicos, rezaba:

Acordamos de mandar salir todos los judíos y judías de nuestros reinos y que jamás tornen ni vuelvan a ellos ni alguno de ellos.

Y así quedó el asunto en España hasta el siglo XIX.

El profesor Haim Beinart, una de las más altas autoridades sobre la historia de Sefarad, afirmó que 200.000 individuos judíos salieron de la Península Ibérica. El historiador Miguel Ángel Motis afirma por su parte que sólo 100.000 judíos practicantes vivían en España en 1492 y que la mitad de éstos aceptaron el bautizo y se quedaron como conversos. Siendo a día de hoy la cifra exacta de los expulsados motivo de debate –el historiador Joseph Pérez es el más modesto, hablando de 50.000 expulsados–, la cuestión es que hoy existen unos dos millones de sefardíes descendientes de los expulsados en 1492. Dos millones de personas que no han olvidado su añorada Sefarad y que han seguido hablando, rezando y cantando en el idioma de de sus ancestros, el ladino, o su vertiente hispano-marroquí, la haketía.

Ciertamente, España se había convertido desde el siglo VII hasta el XII en un refugio, en el centro del pueblo judío tras la destrucción de Jerusalén. Maimónides, Najmánides o Ibn Gabirol son ejemplos paradigmáticos de ello: han sido figuras centrales no sólo para el judaísmo, también luminarias imperecederas de la cultura universal. La primera evidencia de presencia judía en la Península puede remontarse al siglo VII aC, en un anillo fenicio encontrado en Cádiz con inscripciones paleo-hebraicas. Hay cierta unanimidad en que a partir del siglo III ya había comunidades asentadas en el territorio, como lo demuestra la lápida de una niña judía, Salomonula, en la antigua ciudad portuaria de Abdera (situada en Adra, Almería), datada en ese siglo. Pero tras el Edicto de Granada –y con el ominoso preámbulo de una desenfrenada ola de ataques antisemitas que comenzaron en 1212, cuando los cruzados arrasaron la judería de Toledo– "termina, pues, la historia del judaísmo español", según palabras de Pérez.

El pasado día 7 el Gobierno cerró un ciclo que comenzó hace 524 años, cuando lo que comenzaba a formarse como España decidió extirpar de su cuerpo uno de sus principales miembros. En la exposición de motivos del anteproyecto de ley para la concesión de la nacionalidad española a los sefardíes, dotado de una redacción hermosa y nostálgica, se repasa brevemente la relación que han tenido España y sus judíos. Esta ley supone el fin de la expulsión, el retorno final y absoluto de los judíos sefardíes, la conclusión de un proceso que ha sido llevado a cabo por los sucesivos Gobiernos españoles, independientemente de su color político, para restablecer la injusticia que dejó a los judíos de entonces como "españoles apátridas". El escritor Francisco Bueno los define como

unos españoles que hace muchos años fueron expulsados de su patria. Vivieron en cada una de nuestras ciudades, en pueblos, aquí, junto a nosotros, disfrutaron de este paraíso llamado por ellos Sefarad, enriquecieron nuestra historia y ahora son muchos de ellos españoles de sentimiento que no conocen España.

En 1886 Práxedes Mateo Sagasta inicia un acercamiento a los sefardíes, posteriormente continuado por el senador Ángel Pulido, que desembocó en la autorización del Gobierno para la apertura de sinagogas en España, la creación en 1910 de la Alianza Hispano-Hebrea en Madrid y la constitución de la Casa Universal de los Sefardíes en 1920. Sin embargo, el Edicto de Granada, no había sido aún anulado.

El 20 de noviembre de 1924 Miguel Primo de Rivera publica un decreto ley según el cual los sefardíes tenían derecho a obtener la nacionalidad española. Dicho decreto, que no menciona a los sefardíes específicamente, habla de

(...) individuos pertenecientes a familias de origen español (...) con sentimientos arraigados de amor a España, [que] por desconocimiento de la ley y por otras causas ajenas a su voluntad de ser españoles, no han logrado obtener nuestra nacionalidad (...)

Gracias a este histórico decreto diplomáticos como Ángel Sanz Briz, Bernardo Roldán, Eduardo Gasset, Sebastián Radigales, Julio Palencia Álvarez o Ginés Vidal acogieron a judíos sefardíes como españoles y les libraron del exterminio y de las cámaras de gas. En total, unos 40.000 judíos salvaron la vida durante la Shoá gracias a ese decreto.En 1956 Golda Meir, socialista y evidentemente con pocas simpatías hacia la dictadura franquista, agradeció en la Knéset públicamente al régimen del general Franco por haber salvado judíos de la persecución nazi. También reconocieron esta ayuda española a los judíos el antiguo embajador e histórico laborista israelí Shlomo ben Ami y el que fuera presidente del Congreso Judío Mundial, Israel Singer.

No obstante, no fue hasta el 21 de diciembre de 1969 cuando, mediante decreto, se deroga el Edicto de Granada, pero no es publicado en el BOE. La historia de la reconciliación sigue escribiéndose.

En 1986 se establecen relaciones diplomáticas entre España e Israel.En 1990 se concede a las comunidades sefardíes del mundo el Premio Príncipe de Asturias de la Concordia, y el 31 de marzo de 1992, 500 años después de promulgación del Edicto de Granada, el rey de España, en presencia del presidente de Israel, Haim Herzog, deroga definitivamente el Edicto de Granada.

Es cierto que hasta ahora muchos sefardíes, huérfanos de una legislación propia sobre la materia, han venido solicitando la nacionalidad española amparándose en las "circunstancias excepcionales" que invoca nuestro Código Civil a través del mecanismo de la carta de naturaleza, un procedimiento discrecional por el que el Gobierno se permite otorgar la nacionalidad española a súbditos extranjeros. Sin embargo, la falta de unos requisitos concretos, así como los larguísimos plazos del trámite, desembocaban en la desesperación de muchos, que dudaban de que Madrid, ante la ausencia de norma alguna, acabara estimando su solicitud. Justamente el espíritu de este anteproyecto es el de dotar a los interesados del mecanismo legal necesario para la obtención de la nacionalidad española, articulando los medios jurídicos para ello y con la delimitación de unos requisitos formales y específicos para los sefardíes, que ven así cumplidos sus deseos, más allá de las lógicas correcciones y mejoras de cualquier norma jurídica.

Los sefardíes de todo el mundo debemos congratularnos con esta noticia, cuyo corolario será la aprobación definitiva por las Cortes de una ley que trascenderá por los siglos de los siglos, que reescribirá la historia de nuestro país e invitará a la reconciliación definitiva entre España y los judíos. Que así sea.
