El gas español, ¿el gran beneficiado de la crisis en Crimea?

"España podría convertirse en la puerta de gas de Europa en detrimento de Rusia", explican fuentes de Sedigas.

¿Se está jugando Europa el suministro energético con la crisis en Ucrania? Ésa es la pregunta que se han hecho los expertos y los países afectados tras la intervención militar rusa en Crimea

De hecho, la Comisión Europea y los Estados miembros de la UE celebraron ese mismo lunes un encuentro extraordinario del Grupo de Coordinación de Gas para tratar el asunto. Tras la reunión, el comisario de energía, Günther Oettinger, afirmó que el conflicto entre los dos países no pone en riesgo la seguridad de suministro de gas para la UE a corto plazo".

Y es que, después de la producción propia, Rusia es el mayor aprovisionador extranjero de gas de la Unión Europea. En concreto, el mercado ruso exporta el 23% del gas a la UE-28, Suiza y Turquía. Alemania (24%), Turquía (19%) e Italia (11%) son los países que más cantidad de gas adquieren de este país. Hay que destacar también, que el 100% del gas que reciben Estonia, Letonia y Finlandia es de procedencia rusa.

En cuanto al suministro de gas de los países europeos, Oettinger aseguró que "no hay ningún motivo de preocupación" por la crisis en Crimea ya que "todos los países" cuentan con reservas suficientes. "En estos momentos, en los Estados miembros la situación en materia de gas es buena. Hemos tenido un invierno suave, la capacidad de almacenamiento está más llena que el año pasado y tenemos reservas en todas partes", dijo. "A medida que avanzamos hacia la primavera y el tiempo se hace más cálido, el peligro decrecerá", añadió.

Según los datos de Bruselas, las reservas de gas en la UE ascienden a 40.000 millones de metros cúbicos, 10.000 millones más que las cifras de 2013. A pesar de la sobrada confianza que refleja en comisario, hay que recordar que los problemas entre Rusia y Ucraniaya provocaron cortes de suministro para la UE en pleno invierno en 2006 y 2009.

Sin embargo, Oettinger sí admitió que en Bruselas están "preocupados por la seguridad de suministro de Ucrania", muy dependiente del gas ruso. De hecho, Ucrania tiene pendientes facturas de más de 2.000 millones de dólares con Rusia y este país está barajando subirle el precio de su gas.

España, el principal beneficiado

Volviendo al gráfico anterior, se observa que España es de los pocos países que no tiene a Rusia como país suministrador. Respecto al gas, nuestro país tiene un sistema de abastecimiento muy particular y muy beneficioso en el caso de que algún país exportador decida cerrar el grifo si se produce algún conflicto externo.

España no produce gas, pero tiene un suministro muy diversificado a través de 11 países del mundo. Los expertos apuntan que la fortaleza del sistema gasístico español es no depender de una o dos economías. En concreto, en 2013 el principal proveedor de gas de España fue Argelia, con un 51,6% del total de las importaciones. Francia (12%), Qatar (11%), Nigeria (10%), siguen al país africano.

A España el gas le llega por dos vías: gasoductos y mar. La situación geográfica de nuestro país le permite importar el 46,3% del gas por vía marítima. El producto llega en forma de gas licuado (GML) a través de buques procedentes de los diferentes países. El gas licuado ocupa 600 veces menos que el gaseoso, por lo que es una forma de transporte muy eficiente.

"España tiene un gran potencial en sus plantas regasificadoras", aseguran fuentes de Enagás. A España el gas de Argelia le llega por gaseoducto y aunque Argelia es el principal proveedor de nuestro país, en caso de dejar de serlo, "la alta capacidad y desarrollo de las plantas regasificadoras le permitirían a España obtener gas licuado de cualquier país del mundo", explican.

Las plantas regasificadoras son las instalaciones que convierten el gas licuado en gas natural. Actualmente, España cuenta con 6 plantas de regasificación (y otras tres en construcción), más de 10.000 km de gasoductos de transporte, más de 60.000 km de gasoductos de distribución, dos almacenamientos subterráneos, tres yacimientos y seis conexiones internacionales (con Argelia, con Marruecos, dos con Francia y dos con Portugal).

Fuentes de Sedigas (la Asociación Española del Gas) explican a este periódico que las conexiones con Francia son el punto clave para reforzar la presencia de España en Europa y que las incertidumbres en Rusia en materia energética no harían otra cosa que beneficiar al sector gasístico de nuestro país. "España puede ser la puerta del gas con Europa en detrimento de Rusia", explican. "Cuando se produjo el último conflicto entre Rusia y Ucrania (2009), España no tenía esa capacidad de interconexión con Francia, por eso, esto ahora, es una oportunidad".

Los mercados 'dan fe'

No sólo los expertos se han planteado que España pueda sacar partido de la desconfianza en el suministro gasístico ruso. El pasado lunes ocurrió un hecho, por lo menos, curioso en los valores del Ibex 35. Mientras el selectivo madrileño se teñía de rojo por las tensiones en Ucrania y más de 10 de sus empresas perdían más del 3% al cierre de la sesión, sólo hubo un valor que aguantó en verde: ¿cuál? Pues no fue otro que Enagás.

Enagás, el Gestor Técnico del Sistema Gasista y Transportista Único de la red troncal primaria de gas natural en España, logró cerrar la jornada con ganancias del 0,28%, ¿fue esta la primera señal de que el liderazgo ruso en la distribución del gas en Europa tiene los días contados?
